Water Resources and Coordination Division
The Water Resources Coordination Division was established in 2010, for holistic and coordinated management of water resources. The Division is responsible for development of legislation, guidelines, standards, plans, and coordination of programs and projects pertaining to water resources management.

1. Develop and ensure implementation of the Water Act of Bhutan, 2011 and its Regulation;
2. Develop and propose for adoption of water policies and strategies, and mainstream them into national policies, plans and programs;
3. Review, revise and advise the NEC on water policies, regulations, standards, guidelines and other matters related to emerging water issues;
4. Prepare and submit reports to the NEC, Cabinet and the Parliament periodically;
5. Coordinate and liaise with other agencies on programs and projects related to water resources management;
6. Coordinate, compile and prepare the National Integrated Water Resources Management Plan (NIWRMP) in consultation with relevant stakeholders;
7. Ensure implementation of the NIWRMP;
8. Conduct inventory on water resources (surface and underground) and develop Water Atlas,
9. Facilitate determination of minimum environmental flows of water courses through development of Guideline;
10. Set standards and guidelines for water abstraction, quality and effluents;
11. Develop, review and revise water quality monitoring and management strategy;
12. Establish procedures for monitoring of water quality standards and effluent standards;
13. Develop criteria for wastewater/abstraction charges and other fees;
14. Monitor and check compliance on the state of the water resources;
15. Collect, compile and maintain data and information on water resources including record keeping;
16. Assess and recommend any lake, river or waterway or any part thereof for water abstraction and use in consultation with the relevant stakeholders;
17. Provide restorative, corrective, and mitigation measures for water resource protection and management;
18. Coordinate and prepare institutional linkage mechanisms within and beyond the water resources sector;
19. Promote water education and research by encouraging or conducting research on water conservation, management and development to promote sustainable water use;
20. Inform the public on sustainable use of water resources through education, training, awareness and other public outreach programs;
21. Encourage and promote water friendly and efficient technologies;
22. Recommend ratification of bilateral and multilateral water related instrument to the Parliament; and,
23. Monitor overall compliance by the CAs under the Water Act
